　　波顿来到西海岸贝旗市为新议长做宣传，正好遇到警察抓走市民赫佳丽女士的小狗，市民们为此很生气。赫佳丽靠卖冰激淋为生，拿不出5英镑为小狗㊟㊟，他到市政厅求议长减免养狗税被拒绝后，又到议长家中为小狗求情，被议长无情的赶出家门，这一幕正好被波顿目睹，波顿将议长的冷漠、霸道公诸于众，引起市民的不满，大闹议长就职仪式。议长控告波顿诽谤，法庭开庭审理，波顿为自己辩护，市民们纷纷支持波顿，议长的女儿维多利亚劝父亲放弃诉讼，议长终于明白了人民的力量是无穷的，也意识到了自己所犯的错误，他在法庭诚挚的向市民们道歉，市民为之欢呼…
